Paul F. Kemp

Paul F. Kemp has practiced law in Maryland since 1974 and in the District of Columbia since 1976. Mr. Kemp is a fellow of the American College of Trial Lawyers, the highest honor available to a trial lawyer. He has held an “AV” rating from Martindale-Hubbell in excess of thirty years.
Among numerous awards and citations, Mr. Kemp was listed in The Best Lawyers in America for White-Collar Criminal Defense. In December 2007 and December 2009, Paul was named a “Top Washington Lawyer” in white collar and criminal defense by Washingtonian magazine. In 2008, 2009, and 2010, Paul was included in Maryland Super Lawyers "Top 50" Attorneys lists and D.C. Super Lawyers "Top 50" Attorneys lists. In April 2002, Washingtonian named him one of its "Top Seventy Five Lawyers" in the Washington area. He has been recognized by Chambers since 2008.
Mr. Kemp focuses his practice in litigation in the state and federal courts, primarily in the area of white-collar crime and general criminal practice. He also practices in civil litigation and in various professional licensure administrative hearings. His areas of practice include Commercial Litigation, SEC Investigations and White Collar Defense, Traffic and Criminal matters.
Prior to entering private practice, Mr. Kemp served as an Assistant States Public Defender with the Maryland Public Defender's Office, an Assistant States Attorney with the Office of the Maryland Attorney General and Deputy Federal Public Defender, United States Department of Justice, District of Maryland
Mr. Kemp is admitted to the Bars of the United States Court of Appeals for the District of Columbia Circuit, the United States Court of Appeals for the Fourth Circuit, the United States District Court for the District of Columbia and the United States District Court for the District of Maryland, as well as the Maryland Court of Appeals and the District of Columbia Court of Appeals.
Mr. Kemp was previously a member of the Board of Governors of the Maryland State Bar Association. He is also the past president of the Montgomery County Bar Association and has served as a member of the executive committee and chairman of its Criminal Law Section. In addition, Mr. Kemp was a member of the Board of Governors and served as president of the Maryland Chapter of the Federal Bar Association. He is a member of Montgomery County Criminal Justice Coordinating Committee, Maryland State Bar Association, Federal Bar Association, District of Columbia Bar Association and Maryland Criminal Defense Attorneys' Association.
